An anomaly wrapped in an enigma? Here's one for Port trivia buffs: What foreign vessel departed the Port of Duluth-Superior this year with no record of entry? It's the Mexican-flag Pacifica I, which cleared the Duluth Ship Canal outbound on August 18. The anomaly in record-keeping occurred through the sale, renaming and reflagging of the Duluth-Superior fuel tanker Reiss Marine to Bunkers de Mexico. The transaction was the direct result of last winter's termination of business by Marine Fueling, Inc., which for decades provided shipside bunkering services in Duluth-Superior Harbor. Marine Fueling was a subsidiary of Koch Industries of Wichita, Kan., and C. Reiss Terminal of Sheboygan, Wis., and was reportedly closed because of onerous liability risks imposed by the U.S. Oil Pollution Act of 1990 (OPA 90). Vessel fueling this year has been provided by Murphy Oil Co. and Como Lube & Supplies via truck deliveries at the Clure Public Marine Terminal and other facilities. Murphy Oil, which owns a refinery in Superior, is currently analyzing the economic and environmental feasibility of establishing a full-service fueling station at the Clure Public Marine Terminal in 1998. The former Reiss Marine entered service in Duluth-Superior in 1978 after construction by Blount Marine Industries of Warren, R.I. She is 149.5 feet long and has a fuel capacity of 8,000 barrels (about 1,150 tons). As the Pacific I, she is now serving an unnamed Mexican port.
